RDCK awards upgrade contracts for Balfour and Kaslo waste transfer stations

Upgrades to the RDCK’s Balfour and Kaslo waste transfer stations will soon commence as the RDCK awarded the contract to McNally Excavating of Nelson at the monthly Board meeting Thursday.

Construction was scheduled to begin in May but the RDCK rejected all of the original tenders for being over the approved project budget.

The RDCK worked with the engineering team to revise the project scope, reduce costs and retender the project, which has been planned since 2010.  The total contract value for the tendered works is $963, 832. 

Construction is anticipated to occur from June 15th to October 2nd.   
 
“We are pleased that we were able to rework the scope of the project so that these valuable upgrades can happen and we are excited to begin construction,” says Tom Newell, Chair of the Central Subregion Resource Recovery Committee.

“The RDCK has worked closely with engineers and contractors to create an action plan to minimize any inconvenience for residents.”
 
Both the Kaslo and Balfour sites will be closed during construction, however, only one site will be closed at any given time.  The anticipated closure dates are as follows:
 
To minimize disruption to the public during the site closures the RDCK will take the following actions:

  • Small loads of residential  bagged mixed waste ONLY will be received at the sites one day per week at Kaslo and two days per week at Balfour   
  • Kaslo Hours: Tuesday 10 a.m. to 3 p.m.
  • Balfour Hours: Wednesday and Saturday 10 a.m. to 4 p.m.
  • A contractor will receive bagged mixed waste at $2.50 per bag outside the transfer station during the posted hours.
  • Larger loads, scrap metal and wood waste will not be received.
  • There will be extended hours at Balfour during the Kaslo closure.
  • Recycling bins will still be available.
  • In Kaslo the recycling bins will remain at the Village works yard
  • In Balfour the recycling bins will be moved outside of the construction zone to a safe, accessible area

During construction at the Kaslo transfer station, the Balfour transfer station will open on Sunday from 10:00- 4:00 in addition to the regular Monday, Wednesday, Friday and Saturday hours from 10:00am to 4:00pm.

The Grohman Narrows Transfer Station is  open from 8:30 am to 5:30 pm Monday through Saturday.
