Perrier Road development needs covenant for approval

Without any obvious opposition in a public meeting a multi-residential unit development for Rosemont will be an amended part of the city’s Official Community Plan as City council unanimously approved third reading of it.

A vacant lot in Rosemont could see construction of eight multi-residential units after City council passed third reading — final adoption being withheld until the final road re-designation covenant is confirmed — on a rezoning amendment last week.

A land use regulation amendment to the Official Community Plan for 2001 Perrier Rd. moved one step from bylaw as it passed with no objection in a public meeting March 7 in City council chambers, and no opposition by council either on the project.

The applicant — West Creek Developments inc., owned by Pat Davis and Al Benjamin — held a neighbourhood information meeting Jan. 6 at the Hume Hotel and no residents attended as well.

A recommendation by the Advisory Planning Commission approved the rezone, on the condition of a Department of Fisheries and Oceans comment (it borders Cottonwood Creek) and that density be limited to eight units.

According to City staff, traffic issues may result from the increased density in the neighbourhood, but the proposal would allow for an additional road dedication (three metres wider) fronting Perrier Road, as well as a multi-user path to be developed. That covenant was added into the bylaw amendment.

Under the current zoning, a single-family house or a duplex is permitted.

“It is the goal of our company to provide housing opportunity for the residents of Nelson and for people wishing to relocate to the area through the development of this property,” said Davis in a statement on his application.

The property to the south of 2001 Perrier Rd. — 2011 Perrier Rd. — recently received zoning approval from apartment residential (R-4) to high density residential (R-6), enabling a similar eight multi-unit residential building to be constructed by the same developer.
