Dash for CBT cash begins in earnest with 60 competitors

A full slate of 60 community organizations will be asking for smaller piece of Columbia Basin Trust grant pie after a regional district decision last week shaved around $6,400 off of the city’s share.

On Monday night the business of making the pitch began, with representatives of those groups — like the West Kootenay EcoSociety and the Kootenay Swim Club — outlining their requests to City council in a special meeting in council chambers.

Council has the task of fitting over $285,000 worth of requests from the community into $126,445 of CBT Community Initiatives Program funding — a funding amount down from the $132,882 the city would have received under the old funding formula.

The new formula is based on population and is intended to take the distortion out of the process, whereby one community would receive more funding than another because property values were higher in one community.

Previously, the regional district — the administrar of the CIP — formula was based on a blend of property assessment and population. Other regional districts use a population basis only for allocating grants.

Nelson isn’t the only community in the RDCK to see their share dwindle; Castlegar will lose over $8,000 — from $107,000 to $99,000. However, Creston, as well as its surrounding areas, will each receive over $8,500 more.

Combined funding amounts (from other areas) totaling more than $5,000 will only be granted to registered non-profit organizations or other legal entities. Applicants not registered may only receive a maximum of $5,000.

City council will make their final vote on who gets what in regard to CBT money at a council meeting later this month.

Even though it was “under subscribed” in 2010, City council will once again let the Cultural Development Commission advise on the allocation of up to 35 per cent of the CBT’s Community Initiative funding this year.
